FCA initiates legal proceedings against HTX (Huobi) and unknown parties

The Financial Conduct Authority (FCA) has initiated legal proceedings in the High Court against Huobi Global S.A. and several 'Persons Unknown' related to the HTX Exchange. Permission for service out of jurisdiction was granted on February 4, 2026.

Parties to the High Court action

The FCA commenced proceedings in the Chancery Division of the High Court on October 21, 2025. The action targets HUOBI GLOBAL S.A., a company incorporated in Panama, alongside multiple 'Persons Unknown'.

These unknown parties include the owners, controllers, or persons currently in control of the HTX Exchange and its associated mobile applications.

Additionally, the proceedings name individuals defined as HTX Operators in the HTX Platform User Agreement, and those controlling promotions for the HTX Exchange on various social media platforms like X, Facebook, Instagram, and Telegram.

The scope also extends to future owners or controllers of the HTX Exchange who become involved before October 31, 2028.

Jurisdiction and key documents

On February 4, 2026, the High Court granted the FCA permission to serve the proceedings out of the jurisdiction and by alternative means.

This decision was made in accordance with an Order from Deputy Master Dovar.

The FCA has made key documents relating to these proceedings publicly available.

These include the Claim Form and Particulars of Claim, both dated October 21, 2025, an Application Notice from October 22, 2025, and the High Court's Order dated February 4, 2026. Any individual believing they are one of the 'Persons Unknown' named in the proceedings should contact the FCA for further documents.
