Saudi Governor Al-Sayari named FSB Regional Engagement Chair

Saudi Central Bank Governor Ayman M. Al-Sayari has been appointed Regional Engagement Chair of the Financial Stability Board for a two-year term starting August 10, 2026. He will advise leadership on non-member outreach.

Beyond the core membership

Ayman M. Al-Sayari, Governor of the Saudi Central Bank, takes on the role of FSB Regional Engagement Chair to enhance coordination with non-member jurisdictions.

In key FSB priority areas—most notably crypto-assets, stablecoins, and cross-border payments—broad progress depends on deep insights into developments outside core FSB membership.

In his new position, Governor Al-Sayari advises the FSB Chair and Plenary on leveraging the six Regional Consultative Groups established in 2011.

He previously co-chaired the RCG for the Middle East and North Africa from July 2023 to June 2025, bringing extensive experience in central banking and developing economy perspectives to the global supervisory body.

A structured channel since 2011

Established in 2011, the six FSB Regional Consultative Groups provide a structured mechanism for FSB members and non-members to exchange views on regional and global financial vulnerabilities.

They promote the consistent implementation of international financial policy initiatives across global markets.

Al-Sayari's long-standing engagement with the FSB focuses particularly on advancing the perspectives of emerging market and developing economies within global regulatory frameworks.

Global standards need regional buy-in

Bringing emerging markets into global regulatory dialogues is essential to prevent regulatory arbitrage in digital assets and cross-border payments.

However, consultative groups risk becoming talk shops unless non-member feedback influences actual policy.

Al-Sayari must ensure this appointment delivers real traction.
