Ten amendment directions update Basel Pillar 3 disclosure norms

The Reserve Bank of India has issued ten amendment directions revising Basel Pillar 3 disclosure requirements across commercial, small finance, and payments banks. The final regulations follow stakeholder feedback on draft rules published on May 19, 2026.

Ten directions reshape reporting

The Reserve Bank of India (RBI) finalized ten distinct amendment directions to update disclosure frameworks following feedback on draft proposals released on May 19, 2026.

The revised regulations apply across three banking categories: commercial banks, small finance banks, and payments banks.

For commercial banks, four specific amendment directions govern capital adequacy, asset liability management, corporate governance, and financial statement presentation.

Small finance banks are subject to four updated directions spanning the same core operational domains.

Payments banks are covered under two targeted directions addressing governance standards alongside financial statement disclosures.

Together, these measures consolidate supervisory rules and enhance financial transparency.

Market and operational risk templates pending

The newly published regulatory framework does not yet represent the full Pillar 3 structure.

Specific disclosure templates covering market risk, operational risk, counterparty credit risk, credit valuation adjustment, and leverage ratio for commercial banks will be issued in a separate release.

The central bank indicated that stakeholder feedback on these complex technical templates is currently under examination and will be incorporated when the final versions are officially announced.

Necessary discipline with fragmented execution

The broad overhaul strengthens disclosure standards, yet staggering the publication creates temporary friction.

Omitting market and operational risk templates leaves banks navigating a fragmented reporting framework.

Until those remaining templates arrive, the update achieves administrative progress over total transparency.
