Harmonising crisis preparedness
The Single Resolution Board (SRB) issued its final Operational Guidance on Business Reorganisation Plan Analysis Reports alongside a complementary quantitative template.
Developed in response to an industry request for a standardized public reference, the framework compiles existing expectations into a single, transparent document.
The release follows a public consultation conducted between February and March 2026.
Crucially, the publication imposes no new regulatory obligations on credit institutions.
Instead, it offers practical clarity on how banks should evaluate and demonstrate their post-bail-in viability.
The non-mandatory quantitative template provides technical support to streamline resolvability assessments.
Bail-in viability and testing
The publication supports institutions in evidencing capabilities required after an open bank bail-in, where long-term viability must be restored.
"The new guidance aligns with the SRB's broader efforts to strengthen banks' resolvability self-assessment and resolvability testing, fostering a robust and standardised approach to crisis preparedness across the banking sector," said SRB Chair Dominique Laboureix.
Depending on specific crisis conditions, the authority retains the right to adjust expectations as appropriate.
Clarity without additional teeth
Consolidating existing guidance gives banks welcome regulatory clarity without increasing compliance burdens.
Yet, streamlining documentation does little to lessen the intense operational pressure of a live bail-in.
The framework's real value depends on whether banks can execute these plans during acute crisis conditions.
