Conceicao and Justham join Bank enforcement committee
The Bank of England has appointed Carlos Conceicao and Alexander Justham as members of its Enforcement Decision Making Committee with effect from September 2026. The body decides contested regulatory enforcement cases across statutory regimes.
Legal and market pedigree
Carlos Conceicao and Alexander Justham join the committee following an external recruitment process for five-year terms.
Conceicao, a solicitor and barrister, led global regulatory disputes at Clifford Chance LLP from 2007 to 2025 and served at the Financial Services Authority.
Justham brings 35 years of financial services experience, having served as chief executive of the London Stock Exchange, director of markets at the Financial Services Authority, and chief operating officer of UBS Wealth Management UK and Jersey.
David Roberts, Chair of the Court of the Bank of England, said the appointments ensure the committee maintains skills to make judgments on contested cases.
Arbiters of contested cases
While most disciplinary enforcement cases result in agreed settlement outcomes, contested cases require an EDMC panel of three or more members to review evidence, hear representations, and reach formal determinations.
The committee operates across statutory regimes including prudential regulation, financial market infrastructures, resolution, securitisation, wholesale cash distribution, critical third parties, and notes issuance.
Members may serve up to two five-year terms.
Heavyweight oversight for rare showdowns
Appointing veterans from elite legal practice and market infrastructure strengthens the rigor of enforcement tribunals.
Although contested hearings are rare, experienced arbiters protect against legal challenges by sophisticated institutions.
The appointments solidify the Bank of England's enforcement credibility.
