Automatic GDP indexation to adjust 128 prudential thresholds

A proposed framework by the Prudential Regulation Authority will automatically update 128 regulatory thresholds every five years based on UK nominal GDP. Responses to the consultation paper are open until February 7, 2027.

Targeting 128 fixed limits

The consultation paper targets 128 fixed nominal thresholds across the rulebook and guidance of the Prudential Regulation Authority (PRA).

These comprise 52 reporting thresholds, 31 regulatory perimeters, 25 methodologies, 12 lending flexibilities, and 8 governance requirements.

The mechanism uses UK nominal gross domestic product from the Office for National Statistics to adjust threshold amounts, using 2026 as a static base year.

The first automatic update is scheduled for July 1, 2031, covering three years of economic growth between 2027 and 2029.

Subsequent adjustments will recur on a five-year cycle, preceded by a six-month implementation window after public notification.

Unresolved boundaries and joint regimes

An accompanying discussion paper explores more complex areas excluded from the immediate baseline.

These encompass credit risk thresholds affecting internal ratings-based models, liquidity metrics, and joint thresholds shared with the Financial Conduct Authority (FCA).

Topics include the £660,000 individual remuneration limit and Senior Managers Regime size boundaries of £250 million and £10 billion.

Updated values will be rounded to two significant figures to avoid artificial precision.
