128 regulatory thresholds to rise automatically with nominal GDP

The Prudential Regulation Authority has proposed linking 128 regulatory thresholds across banking, insurance and credit unions to nominal GDP. The consultation, published on October 7, 2026, sets out five-year automatic adjustment cycles starting in July 2031.

From credit unions to 320 billion pounds

Under the proposals, 128 thresholds across banking, insurance, and credit unions would be updated automatically every five years starting on July 1, 2031.

The scope spans from a £7,500 credit union debt limit to a £320 billion total assets threshold for detailed capital reporting, alongside limits for Solvency UK and Small Domestic Deposit Takers.

The authority selected nominal UK GDP from the Office for National Statistics because it captures both price inflation and real economic growth.

Katharine Braddick, Chief Executive Officer of the Prudential Regulation Authority, stated: “This modernisation will significantly help financial services firms plan for the future, offering crucial stability and predictability.”

Replacing ad hoc revisions

The shift to formulaic five-year reviews is designed to replace irregular ad hoc adjustments, lowering compliance costs and easing growth for firms hovering near threshold boundaries.

The consultation closes on February 7, 2027.

The regulator has excluded certain thresholds from the automatic mechanism, addressing jointly owned metrics with the Financial Conduct Authority in a parallel discussion paper under CP13/26 to assess their suitability.

Pragmatic relief, but a long wait

Automating indexation finally removes the arbitrary cliff-edge effects that penalize expanding mid-tier lenders.

However, postponing the inaugural adjustment to 2031 leaves institutions exposed to ongoing bracket creep for another five years.

It sensibly streamlines supervisory mechanics without eroding prudential rigor.
