Corporate loan portfolios integrated into euro area collateral framework

The European Central Bank has integrated non-financial corporate loan portfolios into its general collateral framework. Additionally, the Governing Council advanced the digital euro project and updated banking supervision rules.

Single collateral list and digital euro progress

The Governing Council finalized the integration of non-financial corporate credit claims into the Eurosystem general collateral framework, planning technical implementation for November 2027.

This marks the complete phase-out of temporary collateral measures and returns the euro area to a single eligible collateral list.

Furthermore, the central bank took note of progress on the digital euro project, confirming it remains on track for budget and timing while selecting 36 payment service providers for the pilot phase.

The digital euro and collateral updates form part of a broad package of non-rate decisions adopted during the July meetings.

Supervisory penalties and banknote redesign

In banking supervision, the ECB imposed a €3,255,000 penalty on Banque Internationale à Luxembourg for failing to apply approved internal credit loss models.

The Governing Council also launched a public survey on winning designs for future euro banknotes following a contest centered on 'Rivers and birds' and 'European culture'.

Additional measures included enhanced repo facility parameters for foreign central banks and climate factor extensions for corporate credit claims.
