Digital euro app to exceed European accessibility standards

The European Central Bank has unveiled accessibility features for its digital euro app that go beyond European Accessibility Act requirements. The app will undergo extensive usability testing during the digital euro pilot set to launch in 2027.

Designing for universal inclusion

The European Central Bank has specified core accessibility features for the official digital euro application, aiming to ensure equal access to digital payments for all citizens.

Applying the Web Content Accessibility Guidelines for mobile payment applications, the design addresses perception, operability, and cognitive accessibility.

Features include enhanced visual elements, full keyboard navigation, screen reader support, time-out warnings, simplified language, error prevention mechanisms, and reduced motion settings.

These specifications go beyond the European Accessibility Act and standard EN 301 549, positioning the application among the most accessible payment solutions available.

Public testing starts in 2027

Development of the app will lead into usability and accessibility testing during the digital euro pilot starting in 2027.

The testing will involve members of the ONCE Foundation for Cooperation and Social Inclusion of People with Disabilities, along with staff from the ECB and 19 national central banks.

"Like cash, the digital euro will be a public good and, in the digital age, every European should be able to access it on equal terms," emphasized ECB Executive Board member Piero Cipollone.

High standards require seamless execution

Embedding accessibility early sets a commendable benchmark for public digital infrastructure across Europe.

However, real success hinges on whether commercial payment providers adopt similar standards.

Without mandatory alignment across private channels, a central bank app alone cannot guarantee universal access.
